No plans shall be acceptable <br />which are rudimentary plans and it is the opinion of <br />the Chief Building Inspector that they do not meet <br />normal City standards to allow plan checking review. <br />Section 10. REVOCATION OF CONNECTIONS. The sewer connection allo- <br />cation program specified in this resolution, and the actual <br />allocations made by subsequent specific resolutions, are <br />made possible as a result of the release of a building <br />connections ban against the Sunol STP by the Regional <br />Water Quality Control Board. Said release was obtained <br />due to actions authorized by the City Council and the <br />expenditures of over one-half million dollars at a sewage <br />treatment plant which will either be replaced or phased <br />out within approximately five years. Although the City <br />Council will endeavor to keep the Sunol STP operating with- <br />in the standards established by the above Board, the City <br />Council cannot guarantee that any sewer connections which <br />may be allocated will be available indefinitely. The <br />Regional Water Quality Control Board acts independently <br />of the City of Pleasanton and its future actions and re- <br />quirements regarding sewage treatment disposal are subject <br />to change. The City Council may revoke allocated un- <br />issued sewer connections or issued sewer connections <br />where substantial improvements have not been performed <br />if the Council determines that the public health, safety, <br />and general welfare require such revocation of connections. <br />The Assistant City Manager/Director of Public Works, <br />in consultation with the Chief Building Inspector, shall <br />determine if substantial improvements exist which would <br />prevent revocation of an issued sewer connection. The <br />Assistant City Manager's determination shall include, <br />but not be limited to, consideration of actual physical <br />-11- <br />
