rezone Willow West property pursuant to the recom- <br />mendations of the City Planning Commission as more <br />specifically set forth in Resolution No. 1404, <br />subject to the conditions set forth herein. <br />Section 3. Indicates its intention to place the following <br />conditions upon the rezoning of Willow West.Inc.'s <br />354 acres of property in order to insure that ad- <br />ditional environmental information is available to <br />the Council at the time of approving specific phases <br />of the development in order to insure that appropri- <br />ate mitigation measures are incorporated into each <br />phase of the project as it develops. Said conditions <br />specifically being: <br />1. That each phase of the project as it is presented <br />for consideration by the City be subject to a <br />specific Environmental Impact Report with specific <br />references to noise, traffic, sewer, drainage, set- <br />backs and landscaping, lighting, and parking as <br />well as the normal features of an Environmental <br />Impact Report. <br />2. That each Environmental Impact Report prepared for <br />each phase of the project as well as each phase of <br />the project must specifically come back before the <br />City Council for consideration of appropriate miti- <br />gation measures necessary to effectuate the Environ- <br />mental Impact Report prior to the issuance of any <br />permits which would allow the development of the <br />property in question. <br />Section 4. The developer is reminded that the property in ques- <br />tion is located within the boundaries of the Valley Com- <br />munity Services District sewage treatment facility, Said <br />property has no priority for sewer capacity at the Valley <br />Community Services District sewage treatment facility as <br />priorities are set forth in a settlement agreement dated <br />November 8, 1972.
