With respect to fringe benefits it appears that the management personnel have <br />fringe benefits which amount to $300.00 to $400.00 per year over and above the <br />regular employees. These benefits are two-fold; namely, two days administra- <br />tive leave per year, and fully paid health insurance. <br />Problem Areas <br />As a result of [he reorganization and change of certain personnel within the' <br />organization, certain problems have arisen which should be corrected or clari- <br />fied for management personnel. <br />For example, it's my feeling that the general low level of management salaries <br />as shown on the surveys as well as in comparison with the rank and file em- <br />ployees, especially in view of the fact that premium pay for management per- <br />sonnel has been eliminated, must be addressed and corrected. <br />In addition, adjustments in pay ranges in recognition for changed and/or in- <br />creased responsibilities is required and must be accomplished. <br />Finally, although substantial progress has been made in the reduction of the <br />vacation liability for management employees, there is still somewhat of a <br />problem in this area. The program established last year, compensating for <br />a certain amount of unused vacation should be continued for another year in <br />order to attempt to eliminate the problem altogether. <br />Conclusions and Recommendations <br />With reference to the compensation strategy for 1976-77 and based upon the <br />justification above, it is recommended that the City Council take the follow- <br />ing action: <br />1. Establish the compensation for the positions of City Manager and Clty <br />Attorney utilizing available salary comparison data and evaluation of <br />performance by the City Council. This is, of course, solely a City <br />Council prerogative and, therefore, the staff has no recommendation <br />in this area. The compensation level and fringe benefits should be <br />set forth in resolution form by the City Council. <br />2. Approve the following guidelines and/or criteria to be followed by the <br />City Manager in determining the compensation level of the various <br />employment categories: <br />a. Salary increase, effective July 1, 1976, up to an average of 5%. In <br />this connection, it is understood that certain positions may receive <br />less than 5% while others may receive more depending upon the <br />evaluation by the City Manager and the need for adjustments to pay <br />ranges in order to recognize a change and/or increase 1n responsi- <br />bilities. <br />h. Fringe benefits for management employees to include again those <br />which were granted last year over and above the general City em- <br />ployees, such as fully paid medical and two days per year adminis- <br />trative leave, as well as those fringe benefits granted to the <br />general employees. <br />5. <br />
