The match up' of rental households and housing stock was based on two sets <br />of criteria: <br /> <br />a. The "optimum maximum persons per unit" criteria established in the <br /> draft Alameda County Housing Element (See P~ase 1, Part 3, Page 17): <br /> <br />Number of Bedrooms <br /> <br />Optimum Maximum Persons <br /> Per Units <br /> <br />0 <br />1 2 <br />2 2 <br />2 3 <br />2 3 <br />3 4 <br />4+ <br /> <br />The table of affordable rents for each household size category developed <br />for the draft Alameda County Housing Element. Affordable gross rents <br />by size of household and gross income were based upon the Alameda <br />County Housing Authority table of gross rent as 25% of net incams. <br />This table was expanded and modified to meet Housing Element procedural <br />requirements. (see draft Alameda County Housing Element, Phase 1, <br />Part 3, Pages 10-14). <br /> <br />Gross Rent <br /> <br /> Household Income <br />(1 or 2 parson househoida) <br /> <br /> Less than $40 Under $2,000 <br /> $40 - $59 $2,000 - $2,999 <br /> $60 - $79' $3,000 - $3,999 <br /> $80 - $99 84,000 - $4,999 <br /> $100 - $149 $5,000 - $6,999 <br /> (3+person households) <br /> <br />Less than $40 Under $3,000 <br />$40 - $59 $3,000 - $3,999 <br />$60 - $79 $4,000 - $4,999 <br />$80 - $99 $5,000 - $6,999 <br />$100 - $149 $7,000 - $9,999 <br /> <br />If t'here was a shortage of rental housing units of a particular size and rent, <br />but there was a surplus of units of the same size with a lower rent, the <br />shortage was reduced by the size of the surplus. <br /> <br />Large Families (5 or more persons), Elderly and Handicapped, and Small Families <br />(4 or less persons) - The number of large families (5 or more persons) in need <br />was obtained by summing the number of households with 5 or more persons who <br />were estimated to be in need using the methodology described above. The number <br />of elderly and handicapped households in need was estimated by multiplying <br />the percentage of renter husband and wife families characterized by a house- <br />hold head over the age of 65 and an income under $10,000 in 1969, (Tabulation <br />#110, from the Fourth Count printout of the Census of Housing) by the total <br />number of tenter households in need. These figures were increased by 40.5% <br /> <br /> <br />
