Spanish-Ame, ican Hou .~olds - The percentage of ownel ~useholds in each city <br />with incomes below the poverty level in 1969 who were identified as <br />Spanish-American households. in the 1970 Census (Tabulation #96 from the print- <br />out of the Fourth Count of the Census of Housing) was multiplied by the total <br />number of owner households in need in that city in order to determine the number <br />of Spanish-American owner households in need. The percentage for each city was <br />also applied to the owner sub-categories. -. <br /> <br />2Total Renter-Occupled Housing Needs - The total number of lower-income renter <br />households who are in need of housing assistance was determined by matching <br />renter households, disaggregated by income and size, to the existing rental <br />housing stock, disaggregated by gross rent and number of bedrooms. <br /> <br />Data on total renter households by income and size was obtained from the print- <br />out of the Fourth Count of the 1970 Census of Housing, Tabulation #117. It <br />was adjusted to include Qnly cash renters by obtaining the number of cash <br />renters in each income bracket from Tabulation #127, and assuming that the <br />percentage of households of each household size in each income bracket was <br />the same among cash renters as it was among total renders. <br /> <br />Data on total existing rental housing stock by gross rent and number of bedrooms <br />was obtained from TabUlation #130 from the same Census printout. Data on the <br />number of rental units lacking plumbing facilities, obtained from Tabulation #123, <br />was subtracted from the total existing rental housing stock figures, in order <br />to determine the number of standard rental units. <br /> <br />The number of households and housing units in each category were updated to <br />January, 1976 based on the percentage increase in the total housing stock <br />between April, 1970 and January, 1976. For the cities of Albany and Emeryville, <br />this percentage increase was based on the number of building permits approved <br />between these dates. For the four other cities, all of which conducted Special <br />Censuses, the percentage increase was developed using the increase in housing <br />units after April, 1970 indicated by each city's Special Census, and the number <br />of building permits approved by each city between its Special Census and <br />January, 1976.
