to include households with handicapped individuals. 1 s percentage corresponds <br />to the ratio of handicapped,households to elderly households that was indicated <br />in the 1976 Special Census for Unincorporated Alameda County. Those households <br />in need who were not large families or elderly or handicapped were classified <br />as small families (4 or less persons). <br /> <br />Female-headed Households, All Minority Households, Black Households and <br />Spanish American Households - The number of renter-occupied households in each <br />of these categories was calculated using the same methodology and sources <br />that were utilized to calculate owner-occupied households in each of these <br />sub-categories (see Footnote #1 above). The only difference was that data <br />for rental households was utilized, rather than data for owner households. <br /> <br />3Data supplied by constituent jurisdictions. <br /> <br />4The general method used t~ develop these estimates was to extrapolate from the <br />experience of the past three years and from data in the 1970 U.S. Census. The <br />first step was to determine the number of new firms which either located or <br />underwent expansion in each of the areas. This information was found in <br />Alameda County New Industries Committee publications, Board of Equalization <br />publications and Alameda County Planning Department data. From the same <br />sources, the number of new employees for each additional firm or expansion <br />was obtained. In the cases where employment information was not available, <br />estimates were made based on square footage, investment, and sales information. <br />The total number of additional employees was then multiplied times the percent <br />of families in 1970 with incomes below $9,500. The result is the estimateJ <br />number of additional low income workers in each community expected in thq <br />following three years. <br /> <br />To derive the number of low income households, the 1970 county-wide ratio of <br />workers to households, 1.1, was divided into the number of workers. <br /> <br />5A total figure for the number of lower-income households already employed in the <br />Urban County, based on 1970 Census data, was obtained from the HUD Area Office <br />(1261 households). These households were allocated to the constituent juris- <br />dictions based on the percentage of the employed residents of the Urban <br /> County who resided in each jurisdiction according to the 1970 Census of <br /> Population. These percentages are listed below: <br /> <br />Total Urban County 100% <br />Albany 6.7% <br />Emeryville 1.6% <br />Livermore 14.1% <br />Newark 9.8% <br />Pleasanton 6.8% <br />Union City 5.5% <br />Unincorporated County 55.5% <br /> <br /> <br />
