FOOTNOTES FOR TABLE II OF THE 1977-78 ALAMEDA ~OUNTY <br />URBAN COUIITY HOUSING ASSISTANCE PLAN FOR THE SIX CONSTITUENT CITIES <br /> <br />lOwner Occupied Housing Needs <br /> <br /> Total Owner-Occupied Housing Needs - The total number of lower-income <br /> households residing in homes which they own themselves who are in need of <br /> housing assistance was assumed to be equal to the number of owner-occupant <br /> households with incomes below $5,000 in 1970 dollars. This number <br /> was obtained from the printout of the Fourth Count of the 1970 Census of <br /> Housing, Tabulation #117. The 1970 Census figures (based on 1969 household <br /> incomes) were updated to January 1976 by assuming that the percentages of <br /> owner units that were characterized by low incomes in 1970 are the same as <br /> the percentage of owner units that were characterized by low incomes in 1976. <br /> <br />Large Families (5 or more persons), Elderly and Handicapped, and Small <br />families (4 or less persons) - The percentage of owner households in each <br />city with incomes below $5,000 that consisted of 5 persons or more was <br />obtained from the 1970 Census (Fourth Count Printout, Tabulation #117). <br />The percentage of owQ~r households in each city with incomes below $5,000 <br />that were husband-wife families with a head over the age of 65 was also <br />obtained from the 1970 Census (Fourth Count Printout, Tabulation #110). These <br />percentages were multiplied by the total owner needs figure for each city <br />(Row A, Column b-1 in Table II) in order to estimate the numbers of large <br />family and elderly households in each city. The elderly figure was increase~ <br />by 40.5% in order to include families with handicapped individuals. This <br />percentage corresponds to the ratio of handicapped households to elderly <br />households that was indicated in the 1970 Special Census for Unincorporated <br />Alameda County. <br /> <br />Those households in need who were not large families or elderly or handicapped <br />were classified as small families (4 or less persons). <br /> <br />Female Headed Households - The percentage of owner occupied households in each city <br />that was characterized by a female head was calculated with data from the <br />1970 Census (Fourth Count Printout, Tabulation #38). These percentages were <br />applied to the total owner needs figure, and the elderly plus disabled, large <br />family, and small family owner needs figures from each city in order to compute <br />owner female head of household needs figures. <br /> <br />All Minority Households - The percentage of owner households in each city with <br />inCOmes below the poverty level in 1969 who were identified as non-white <br />households in the 1970 Census (Tabulation #96 from the printout of the Fourth <br />Count of the Census of Housing) was multiplied by the total number of owner <br />households in need in that city in order to estimate the number of minority <br />owner households in need. The percentage for each city was also applied to the <br />owner sub-categories. Those Spanish-American households who were considered <br />to be white were not included in this minority households category, but they <br />~re included in the Spanish-American household category (see below). <br /> <br />Black Household - The percentage of owner households in each city with incomes <br />below the poverty level in 1969 who were identified as black households in t~e <br />1970 Census (Tabulation #96 from the printout of the Fourth Count of the Census <br />of Housing) was multiplied by the total number of owner households in need in <br />that city in order to estimate the number of black owner household in need. <br />The percentage for each city was also applied to the owner sub-catego~';es. <br /> <br /> <br />
