Loss of open space and agricultural land; <br /> <br />Incremental increases in air pollution, increases in <br />noise levels in the neighborhood and surface runoff <br />upstream of a flood prone area; <br /> <br />c. Increased need for city services, including sewage <br /> treatment capacity; <br /> <br />d. Substantial use of energy; and <br /> <br />During construction there will be increased noise, <br />air pollution and inconvenience to neighboring <br />residents. <br /> <br />Section 3. <br /> <br />No. 1511, attached hereto as Exhibit A, are <br />herein by reference as mitigation measures, <br />to the following: <br /> <br /> Specific mitigation measur~ to offset the adverse <br />environmental impacts of the project were identified in <br />Paragraph E.2 of the April 9, 1975 draft environmental <br />impact report. TheSe mitigation measures were considered <br />in evaluating the conditions of approval which would be <br />required of the project should it be approved. The <br />conditions attached to Planning Commission Resolution <br /> incorporated <br /> in addition <br /> <br />a. That the residences be constructed to meet the P.G. & E. <br /> Energy Conservation Home Standards (P.G. & E. estimated <br /> that their standards could be met for about $100 a home <br /> in 1976). <br /> <br />b. That notice of the beginning of construction be given to <br /> the residents living in homes on Del Valle Parkway one <br /> week in advance of the start of earthmoving activities. <br /> <br />c. That the haul route to the site be approved by City staff <br /> and that a temporary haul road be used on site to mini- <br /> mize construction traffic on Del Valle Parkway adjacent <br /> to existing residences on that street. <br /> <br />Section 4. The facts supporting the conditions and mitigation measures <br /> set forth herein are more particularly contained in the <br /> April 9, 1975 draft Environmental Report (Volume I of final <br /> Environmental Impact Report), Paragraph E.2; Volume II of the <br /> final Environmental Impact Report, Paragraph VI; and the Staff <br /> Report, with attachments dated May 2, 1977, attached hereto <br /> as Exhibit B and incorporated herein by reference. <br /> <br />Section 5. In addition to the mitigation measures imposed upon the <br /> applicant, the Council believes the project is socially and <br /> economically necessary for the community. The construction <br /> of this project will provide necessary housing to fill a de- <br /> mand existing in Pleasanton and is consistent with the ob- <br /> jectives of the general plan; the project will provide a <br /> necessary link to the Del Valle Parkway which will eventually <br /> allow cross traffic to Main Street from Hopyard Road and <br /> diminish the traffic congestion that generally exists on <br /> St. Mary's Street; the project has the potential to make <br /> <br /> <br />
