Land Use Related Measures <br /> <br />Residential Allocation Program - Since March of 1976, Pleasanton <br /> has regulated the number of residential, commercial and indus- <br /> trial users who would develope each year in the Sunol sewer <br /> service area. The City will soon be implementing a Residential <br /> Allocation Program (RAP) which will be effective city-wide. Due <br /> to the past emphasis upon residential construction, the program <br /> will not regulate commercial and industrial uses. Although no <br /> specific reservation of development units is contemplated to be <br /> assigned solely to commercial and industrial users, the City is <br /> desirous of encouraging them. The Council retains complete <br /> flexibility to determine whether specific reservations for com- <br /> mercial and industrial uses should be made and whether said res- <br /> ervations should be exclusively for such uses. <br /> <br />Attraction of Commerce and Industry - The adopted General Plan allo- <br /> cates abundant commercial and industrial area within the City <br /> to provide for a balanced community. <br /> <br />Reduce In-commuting to Valley Industries - The Housing Element con- <br /> tains policies aimed at providing housing for all economic seg- <br /> ments of the population. Provision of housing for those em- <br /> ployed in the valley is part of the goal of achieving a bal- <br /> anced community. <br /> <br />Higher Density Zoning - Future development of the City will take <br /> place at a greater density than currently exists as mandated in <br /> the General Plan. Zoning changes to bring the zoning ordinance <br /> into consistency with the General Plan have begun and will con- <br /> tinue to be made until consistency is reached. <br /> <br />Redevelopment - The General Plan mandates the ultimate recycling of <br /> the existing downtown residential area into multiple residential <br /> housing. <br /> <br />PUD's - Pleasanton is currently revising its PUD ordinance; many areas <br /> of the City - residential, commercial, and industrial are zoned <br /> PUD. <br /> <br />Limiting the Spread of Existing Centers - The General Plan provides <br /> for new major and neighborhood shopping centers away from the <br /> existing downtown. However, each area is in itself compact and <br /> the major regional shopping center is planned to be served by <br /> mass transit. <br /> <br />Fringe Lands The adopted General Plan has reduced the planned hold- <br /> ing capacity of the City from 122,000 to 76,000 persons by elimi- <br /> nating development on the City's fringe and reducing densities <br /> in other areas. Further, a 20-year urbanization limit line has <br /> been adopted, beyond which City utilities will not be provided <br /> during the next 20 years which effectively excludes other areas <br /> from short-term development. <br /> <br />Restrict Extension of Utilities - The City has adopted policies (1) <br /> requiring annexation prior to the extension of utilities, (2) <br /> <br />iii <br /> <br /> <br />
