urging that all urbanization with Pleasanton's sphere of influ-
ence be municipal, and (3) that the 20-year urbanization line
(which essentially includes only areas already served by utili-
ties) be strictly adhered to. These policies taken together
effectively restrict the extension of utilities.

Open

Space, etc. - The Conservation Element and General Plan Land Use
Map designate areas of open space use. The Conservation Element
suggests many ways of securing these areas as open space. The
City, under mandate of State law, will develop and implement an
open space ordinance designed to further the policies of the
General Plan with respect to open space preservation.

Flood Hazard Zoning - Pleasanton implements the NFIA for flood hazard
areas and the Alquist-Priolo Special Studies Zones Act for seis-
mic hazards. Other hazardous areas have been designated as open
space in the General Plan.

Relate Air Quality Standard Achievement to Development - Until further
air quality analysis has been completed, this is unfeasible.
Once sufficient data is present, the City will commit itself to
studying the feasibility of such a measure. This factor is being
considered for inclusion in the growth management program's allo-
cation scheme when sufficient information becomes available.

IndireCt Source Review Program - Aside from project environmental
analysis which is on-going, the growth management program study
will consider the applicability of incorporating this type mea-
sure in the allocation scheme.
