urging that all urbanization with Pleasanton's sphere of influ- <br />ence be municipal, and (3) that the 20-year urbanization line <br />(which essentially includes only areas already served by utili- <br />ties) be strictly adhered to. These policies taken together <br />effectively restrict the extension of utilities. <br /> <br />Open <br /> <br />Space, etc. - The Conservation Element and General Plan Land Use <br />Map designate areas of open space use. The Conservation Element <br />suggests many ways of securing these areas as open space. The <br />City, under mandate of State law, will develop and implement an <br />open space ordinance designed to further the policies of the <br />General Plan with respect to open space preservation. <br /> <br />Flood Hazard Zoning - Pleasanton implements the NFIA for flood hazard <br /> areas and the Alquist-Priolo Special Studies Zones Act for seis- <br /> mic hazards. Other hazardous areas have been designated as open <br /> space in the General Plan. <br /> <br />Relate Air Quality Standard Achievement to Development - Until further <br /> air quality analysis has been completed, this is unfeasible. <br /> Once sufficient data is present, the City will commit itself to <br /> studying the feasibility of such a measure. This factor is being <br /> considered for inclusion in the growth management program's allo- <br /> cation scheme when sufficient information becomes available. <br /> <br />IndireCt Source Review Program - Aside from project environmental <br /> analysis which is on-going, the growth management program study <br /> will consider the applicability of incorporating this type mea- <br /> sure in the allocation scheme. <br /> <br /> <br />
