Attachment E

Mitigation Measures Planned or Presently Instituted
By Category

Geology/Soils

Faults - The City presently implements the provisions of the
Alquist-Priolo Act which prohibit construction within
fifty (50) feet of a fault trace.

Slope Stability - The adopted Conservation Element of the
General Plan contains a policy restricting construction on
slopes of greater than twenty-five (25) percent; new devel-
opment must be consistent with this policy. Most of the un-
stable slopes in the planning area are now designated as
open space.

Erosion - Currently the provisions of the UBC are enforced which
is adequate for the predominantly flat land thus far developed.
A new, comprehensive grading ordinance is now in draft stage
and is hoped to be adopted within a year.

Agricultural Soils - The adopted Conservation Element contains a
policy the preservation of Class I and II soils wherever pos-
sible; about 200 acres within the City and about 1,650 acres
within the planning area are now designated as agricultural
lands.

History/Archaeology

Grading Regulations - A draft comprehensive grading ordinance has
recently been completed, prior to adoption, the feasibility
of including a section designed to protect historical and
archaeologic sites will be studied.

Recreation

Park Funding - Park acquisition and development are objectives of
the Conservation Element; funds for these purposes are allo-
cated in the 20-year capital improvement schedule. The Park
Land Dedication Ordinance is presently being revised to pro-
Vide more flexibility in park development; the revision should
be completed within several months.

Future Parks - Future parks are shown on the adopted Land Use Map
and it is a Conservation Element policy to proceed with their
acquisition. The City's Park Land Dedication Ordinance, bed-
room tax, and other means are used to acquire these parks.

Aesthetics

Urban Open Space - The adopted General Plan allocates parks through-
out the City, including linear parks/open space along stream
courses and as buffers between various land uses. Existing
zoning and subdivision ordinances require open space areas ac-
company development.

i
