RESOLUTION NO. 77-i <br />Page 2. <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton recognizes these potential ad- <br />verse impacts, including air pollution, as serious <br />problems for which the City shares responsibility, in <br />whole or in part, with other jurisdictions to undertake <br />mitigation measures to reduce said impacts; and <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton recognizes that certain of these <br />impacts, especially air quality, are regional in scope <br />and that cooperation with regional and other local <br />jurisdictions is necessary in order to mitigate these <br />effects; and <br /> <br />WHEREAS, <br /> <br />the adverse impacts of the project will occur over a <br />period of time and while immediate implementation of <br />mitigation measures is not possible, continual aware- <br />ness of and attempts at mitigation is desirable and <br />necessary; and <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton recognizes that it has taken and <br />can take appropriate action to mitigate the identified <br />environmental impacts of the project. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE AS FOLLOWS: <br /> <br />Section <br /> <br />1. The City of Pleasanton has adopted the following major <br />measures which would mitigate the effect of possible <br />secondary impacts: <br /> <br />Adopted a revised General Plan in February, 1976, <br />which contains various elements which set forth the <br />City's policies towards controlling growth and main- <br />taining environmental quality (see Attachment A for <br />a summary of the major growth and environmental pro- <br />tection policies); <br /> <br />Adopted an interim Limited Growth Policy in 1972 <br />which is still in effect (see Attachment B for its <br />provisions); <br /> <br />Adopted future population benchmark figures for <br />Pleasanton as a means of controlling the future <br />growth rate and revised the General Plan and capi- <br />tal improvement schedule to conform with these <br />benchmarks (see Attachment C); and <br /> <br />Adopted an interim allocation plan for the Sunol <br />Sewage Treatment Plant which makes provisions for <br />commercial and industrial capacity while limiting <br />the yearly number of hookups (see Attachment D). <br /> <br />Section 2. The City of Pleasanton commits itself to undertake the <br /> following measures: <br /> <br />Pursuant to a federal grant, the City has undertaken <br />a study of a mechanism by which residential develop- <br />ment can be allocated in a manner to abide by an E/O <br /> <br /> <br />
