CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 77-180 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />A RESOLUTION IDENTIFYING MITIGATION MEASURES BY <br />THE CITY OF PLEASANTON REGARDING THE LAVWMA PIPE- <br />LINE PROJECT AND INDICATING THE CITY'S COMMITMENT <br />TO IMPLEMENT SAID MEASURES <br /> <br />the cities of Pleasanton and Livermore, and the Valley <br />Community Services District (VCSD) created a joint powers <br />body entitled the Livermore-Amador Valley Water Manage- <br />ment Agency (LAVWMA); and <br /> <br />said agency was authorized by a joint powers agreement <br />to undertake implementation of a project for disposing <br />of sewage effluent from the above agencies; and <br /> <br />the pipeline from the Valley to the East Bay paralleling <br />1-580 has been selected by LAVWMA as the most viable pro- <br />ject; and <br /> <br />LAVWMA has caused an Environmental Impact Statement to <br />be prepared regarding said project which has identified <br />primary and secondary environmental impacts from the <br />proposed project; and <br /> <br />mitigation measures regarding the environmental impacts <br />of the project have been established by LAVWMA and sub- <br />mitted to the Environmental Protection Agency for review; <br />and <br /> <br />EPA, by letter dated May 12, 1976, has indicated to LAVWMA <br />its preliminary intention to fund the project, subject to <br />translation of the mitigation proposals into formal miti- <br />gation commitments and the incorporation of these commit- <br />ments into concept approval and Step 2 and Step 3 grant <br />offer conditions; and <br /> <br />LAVWMA cannot commit its member agencies to undertake miti- <br />gation measures except to the extent such action is under- <br />taken by each separate agency; and <br /> <br />the City of Pleasanton recognizes that the Livermore- <br />Amador Valley presently suffers from some of the poorest <br />air quality within the San Francisco Bay Region, result- <br />ing in significant health hazards and damage to agricul- <br />tural crops and materials in the Valley; and <br /> <br />the City of Pleasanton recognizes that the LAVW~ Project <br />would have significant adverse secondary impacts, among <br />these most notably the potential for air pollution, if <br />mitigation measures are not taken; and <br /> <br /> <br />
