1 4 7 8 9 10 11 15 14 15 1V 18 19 SO ~4 In the event of an emergency requiring an immediate shut-down or isolation of either Authority's or Agency's facilities, both parties shall coordinate their operations and jointly take the affected facility out of service to avoid or minimize damage to either party's facilities. Both parties shall operate and maintain their respective systems so as not to damage the other party's system. Each party shall hold the other free and harmless f~om all liability or damages incurred by the other as a direct and proximate result of any failure by such par%y to properly operate and maintain its system. 7. Monitoring and Reporting: Agency shall install a sampling and monitor- ing facility along Agency's pipeline within one mile of the point ofconnection to the Authority's pipeline. Said facility shall contain an autbmat~c.. propor- tional sampler to collect that informati on necessaryto determine that the quality of the Agency's treated effluent will meet the wastewater discharge requirements of paragraph 9 herein. Agency shall arrange to have the samples collected, analyzed and reported to Authority within lO days after the end of each calendar month and within lO days of a request from Authority for sampling and t~sting to identify a wastewater discharge requirement Violation in accordance with applicable and current testing and laboratory procedures. In addition, Agency shall.measure the instantaneous rate of fl~w, totalized flow, chlorine residual, and pressure in its pipeline and shall transmit that data to an Authorit~ operations center within five miles of the point of monitoring. Transmission of data to Authority shall include equipment and transmission of signal, at Agency's additional costs, to provide ~or a visual indicator, plus a printed record (chart or data logger) that is compatible with Authority's permanent data collection system. -6-
