to the project herein and the apportionment of costs associated therewith s~all <br />be subject to future negotiations between the parties~ or should the parties <br />not agree, be subject to arbitration as provided in paragraph ll, herein. <br /> <br /> 16. This agreement shall inure to the benefit of the parties, successors <br />in interest, transferees or assignees subject to paragraph 14 herein and shall <br />be restricted to member agencies of the parties hereto. <br /> <br /> 17. T~is agreement may be amended at any time by the written agreement of <br />the parties hereto. Any such amendment shall be effective upon the date of <br />final execution thereof by the parties. <br /> <br /> . 18.
