Page 2 <br />RESOLUTION NO. 77-254 <br /> <br />NOW, THEREFORE, THE CITy COUNCIL OF THE CITY OF PLEASANTON DQES RESOLVE <br />AS FOLLOWS: <br /> <br />Section <br /> <br />1. Denies the appeal of Robert J. Myers to a decision of the <br /> Director Of Planning requiring the filing Of an EnVironmental <br /> Impact Report for the proposed development of 12.7 acre <br /> parcel of land located immediately south of the terminus <br /> of Las Lomitas Drive and east of Pleasanton School. <br /> <br />Section 2. The City Council determines that an Environmental Impact <br /> Report should be prepared on the basis that the proposed <br /> project will have significant adverse effects upon the <br /> environment as shown in the initial study, The following <br /> provisions of the initial study indicate the areas in which <br /> the project will have significant effects II.1.A, B, C, and <br /> G; 2.A; 3.B; 6.A, B; 7; 8; 11; 13.A, B, and C; 15.A; 16.D <br /> and E; and 18. Under Section III of the Environmental Impact <br /> Report the discussions indicate the following; <br /> <br />1. That the proposal will entail extensive cutting and fill- <br /> ing of the land. <br /> <br />The proposed development will cause the elimination of <br />an existing knoll and the filling of a natural swell in <br />the property. <br /> <br />The proposed project will increase the ambient noise <br />level. <br /> <br />The proposed project would generate greater traffic. <br /> <br />The proposed two-story 119 unit complex is a departure <br />from the development invisioned under the medium density <br />catagory. <br /> <br />The project will cause the construction of a major sewer <br />line extension which would increase the development <br />potential in the area. <br /> <br />The project will require the construction of an exten~ <br />sive on-site drainage system which will cause the deposit <br />of on-site storm waters into down stream storm water <br />channels that are unimproved dirt ditches. <br /> <br />The site is visible to many residents of the City of <br />Pleasanton and the construction of the complex will <br />have a visual impact upon the City of Pleasanton. <br /> <br />Section 3. The City Council further determines that the proposed project <br /> does have the potential to degrade the quality of the environ~ <br /> ment; does have the potential to achieve short-term qoals <br /> to the disadvantaqe of lonq-term environmental goals; the <br /> project will have impacts which are individually limited but <br /> cumulatively are considerable; and the project will have ~ <br /> environmental effects which will cause substantial adverse <br /> effects on human beings both directly and indirectly. These <br /> determinations are supported by the sections listed above in <br /> Section 2 as more particularly delineated in the initial <br /> study and the discussion of environmental impacts of the <br /> <br /> <br />
