The City Council believes that there is substantial <br />evidence that the project may have a significant effect on <br />the environment as well as direct evidence indicating that <br />it will have a substantial effect upon the environment, <br /> <br />Section 4. The Director of Planning is directed to advise Robert J. <br /> Myers that an Environmental Impact Report will have to be <br /> prepared and that all the procedures of the City of Pleasanton <br /> pertaining to the preparation of an Environmental Impact <br /> Report and payment of fees for the preparation of the same <br /> will have to be followed. <br /> <br />Section 5.
