Class Specification - or job description as it is more frequently <br />referred to is the official description of the duties and responsi- <br />bilities and minimum entrance qualifications of the positions <br />included in the class. <br /> <br />To insure that each position is assigned to the proper class is <br />important for the following major reasons: <br /> <br />1. To serve as a basis for establishing and maintaining an <br /> equitable salary plan. <br /> <br />2. To aid in the recruitment and selection of qualified personnel. <br /> <br />To serve as a basis for determining the training needs of <br />employees, developing training programs thereby aiding the <br />career development of employees. <br /> <br />To provide information necessary in the review, preparation, <br />and control of the budgetary process. <br /> <br />To aid management in planning and organizing for future <br />growth and/or changes in services. <br /> <br />PURPOSE <br /> <br />The last time a major classification study of each position within <br />the City was undertaken was in the late 1960s. Since that time <br />the City has undergone a number of changes with respect to organi- <br />zational structure, work load, and methods of operation. Because <br />of these changes it is appropriate to re-examine the duties and <br />responsibilities of each position in the City's workforce to <br />insure they are assigned to the proper class and where they are <br />not to recommend changes in classifications. <br />In addition to insuring that each position is properly classified <br />we wished through the classification study to do the following: <br /> <br />1. Eliminate erroneous references to masculine, feminine gender <br /> in our class titles, e.g. Maintenance Man, and make the titles <br /> reflective of the type of work performed. <br /> <br />2. Insure the duties and responsibilities of the positions <br /> included in a class are accurately and completely described <br /> in the class specification. <br />To accomplish the objective of examining each position within the <br />City's workforce to determine if they are properly classified we <br />have begun with the examination of the full time, non-management, <br />positions within the Department of Field Services (with the <br />exception of GOvernment Buildings Division) and the Division of <br />Engineering Services. Future reports will address the remaining <br />positions in other departments and divisions of the City. <br /> <br />-2- <br /> <br /> <br />
