METHODOLOGY

To examine each position the following process was employed:

Completion by each employee of a questionnaire describing
the duties and responsibilities he/she performs.

Review of the questionnaire by the employee's supervisor,
division chief, department head and the Assistant to
the City Manager (Personnel).

Interview of each employee as to the duties and responsi-
bilities of his/her position by the Assistant to the City
Manager (Personnel).

Based upon the information as to the duties and responsibilities
of each employee's position gained from both the questionnaire
and the interview, preparation by the Assistant to the City
Manager of proposed new classifications or revisions to
existing classifications where deemed appropriate.

Review and approval of the proposed new classifications or
revised classifications by the appropriate department heads,
division chiefs, and supervisors.

Review and approval by each employee of the proposed new
classification or revised classification of his/her position.

FINDINGS, DEPARTMENT OF FIELD SERVICES

As a result of the examination of the duties and responsibilities of
each position within the Department of Field Services, we have concluded
that each position is properly classified. However, we have found it
necessary to revis~ the titles of each class in Field Services to:
(1) eliminate the references to masculine gender which currently exist
and (2) make the class titles more descriptive of the nature of the
work performed by the positions in the various classes.
In addition to revising class titles, we have found that our current
class specifications (job descriptions) are incomplete; they do not
accurately nor completely describe the duties and responsibilities
of the positions included in each class. To correct this deficiency
we have revised each class specification to more clearly and com-
prehensively set forth in writing the duties and responsibilities of
the positions included in each class.
With respect to the aforementioned necessity to revise the curren~
class titles in the Department of Field Services, we are recommending
the following specific revisions be approved:

-3-
