INCENTIVE SYSTEM ELEMENTS <br /> <br />Those residential developments not exempt from the residential allocation <br />review process will be reviewed and ranked by total number of "residential <br />allocation program points." The criteria upon which development proposals <br />will be judged and the RAP points available under each criteria are listed <br />below. <br /> <br />Environmental Concerns (Total points possible 35) <br /> <br />1. Design <br /> <br />0 to 15 points <br /> <br />-Extent to which the proposal's design is superior. <br /> <br />Note: <br /> <br />"Design" includes, but is not limited to, the <br />following: (a) architectural design quality; <br /> (b) site design quality, on- and <br /> off-site; <br /> (c) usable open space; <br /> (d) amenities included. <br /> <br />2. Traffic Circulation <br /> <br />0 to 10 points <br /> <br />-Extent to which the traffic generated by the proposal <br />would utilize the major thoroughfares planned to carry <br />the traffic and the extent to which these thoroughfares <br />are completed to their design size. <br /> <br />Note: Major thoroughfares include the following: <br /> <br />Stoneridge Drive, Foothill Road, West Las Positas <br />Boulevard, Bernal Avenue, Hopyard Road, Valley <br />Avenue, Santa Rita Road, Del Valle Parkway, Pico <br />Avenue, Sunol Boulevard, and Division Street-St. <br />Marys Street. <br /> <br />The analysis will follow the path of a hypothet- <br />ical driver along the planned routes from the <br />development site to the Central Business District <br />and to the closest planned freeway interchange. <br />The existence and completeness of the planned <br />thoroughfares which would be used by the hypo- <br />thetical driver will form the basis for the allo- <br />cation of points. <br /> <br />-2- <br /> <br /> <br />
