Exhibit A <br /> <br />adopted March 6, 1978 <br /> <br />RESIDENTIAL ALLOCATION PROGRAM SELECTION CRITERIA <br /> <br />MANDATORY SYSTEM ELEMENTS <br /> <br />Environmental Standards <br /> <br />All new residential development shall be required to meet the <br />mandatory criteria shown below: <br /> <br />Energy Conservation Standard - Every residential dwelling unit <br />shall include energy conserving features totaling at least <br />100 "points" on the 1976 P.G.&E.Energy Conservation Home <br />Schedule. <br /> <br />Note: Only those energy conservation measures found <br /> on the P.G.&E.schedule shall be allowed. <br /> <br />Water Conservation Standard - Every residential dwelling <br />unit shall include the following water conservation features: <br />a) low-flow water closets (maximum 3 gallons per flush); <br />b) low-flow shower heads (maximum 3.5 gallons per minute); <br />c) faucet aerators; and <br />d) insulated hot water pipes. <br /> <br />Noise Standard - Every residential dwelling unit shall have <br />interior noise level meeting the HUD interior noise level <br />standards. <br /> <br />an <br /> <br />Note: <br /> <br />Exterior noise levels at a residence of greater than <br />65 dBA L33 will require special noise attenuation <br />measures in order to reduce the interior noise <br />level to the HUD standard. Attenuation measures <br />may take the form of berms, walls, fences, or <br />special construction techniques for those rooms <br />facing the noise source. Areas affected by this <br />standard lie along the freeway corridors and along <br />some major thoroughfares. <br /> <br />Traffic Congestion Standard - The projected traffic generated <br />by a residential development shall not create, when added to <br />existing traffic flows, traffic operating conditions of <br />Service Level E or worse, nor shall the projected traffic add <br />to an existing traffic flow operating at Service Level E or <br />worse. <br /> <br />Note: <br /> <br />Traffic flow operating at Service Level E is <br />characterized by unstable flow, stoppages of <br />momentary duration, and traffic volumes at or <br />near capacity for nearly the entire peak hour <br />period. <br /> <br />-1- <br /> <br /> <br />
