Staff Recommendation: With the substitution of shakes for composi- <br />tion shingles the staff feels that the proposed development would <br />be appropr~te for the area. There has been some concern expressed <br />by new property owners on San Carlos Way with regard to the height <br />of the structures. However, since excavation would take place on <br />the western portion of the subject property and the site slopes <br />from the south east to north west with homes on the eastern side <br />of San Carlos Way being even higher in elevation than the site <br />itself, the development should be no more obtrusive than any other <br />apartment complex in town. The staff recommends approval of case <br />Z-77-82 subject to the following conditions: <br /> <br />That the development be substantially as shown on the site <br />plan elevations and landscape plan, Exhibit A, on file with <br />Planning Department except that cedar shakes be substituted <br />for co~position shingles and that the easternmost carport be <br />relocated to the western end of the southern driveway. <br /> <br />2. That both drives be clearly marked as fire lanes. <br /> <br />That the developer be aware that the proposed complex does <br />not meet the develo~nent standards for a condominium and, <br />therefore, cannot be converted to a condominium in the <br />future unless a parking variance was granted. <br /> <br />That the street numbers of the buildings be posted so as to be <br />easily seen from the street at all times, day and night. <br /> <br />That all ducts, meters, air conditioning equipment, and any other <br />mechanical equipment, whether on the structure, on the ground, <br />or elsewhere, be effectively screened from view with materials <br />architecturally compatible with the main structure. <br /> <br />That a/1 mechanical equipment be constructed in such a manner <br />that noise emanating from it will not be perceptible at or beyond <br />the property'plane of the subject property in a normal environ- <br />ment for that zoning district. <br /> <br />That all lighting be constructed in such a manner that glare is <br />directed away from surrounding properties and rights-of-way. <br /> <br />That all trash and refuse be contained completely within en- <br />closures architecturally compatible with the main structure. <br /> <br />That all trees used in landscaping be a minimum of 15 gallons <br />in size and all shrubs a minimum of 5 gallons. <br /> <br />10. That i~ signing for the development is desired, a comprehensive <br /> signing program be submitted to the City for consideration <br /> under separate application. <br /> <br />11. That 6" vertical concrete curbs be installed between all paved <br /> and landscaped areas. <br /> <br />-2- <br /> <br /> <br />
