Item 6a <br /> Staff Report <br />DESIGN REVILW BOARD <br />July 13, 19~7 <br /> <br />SUBJECT: Z-77-82 <br /> <br />APPLICANT: <br /> <br />Kismet Construction, Inc. <br /> <br />PURPOSE: <br /> <br />Application for design review for a proposed <br />35-unit apartment complex to be located at <br />the south west corner of the intersection of <br />Sonoma Drive and San Carlos Way. Zoning for <br />The property is RM-1500 District. <br /> <br />ATTACHMENTS: 1. <br /> 2. <br /> <br />Negative Declaration. <br />Exhibit A, site plan elevations and landscape <br />plan. <br /> <br />Kismet Construction, Inc. intends to build a 35-unit apartment com- <br />plex at the south west corner of Sonoma Drive and San Carlos Way. <br />It involves two separate essentially L-shaped buildings constructed <br />around an interior courtyard. The height of the structures will <br />vary from 2 to 2-1/2 stories. The latter occurs on the west side <br />where the site will be excavated approximately 4 ft. and 2 stories <br />of apartments will extend above garages. <br /> <br />Materials proposed for the buildings are composition shingle roofs, <br />masonite "Woodsman" siding, resawn plywood patio fences and wood trim. <br />The siding is a masonite product, textured to look like weathered wood. <br />It seems to present a satisfactory appearance from an example viewed <br />by the staff. The staff would recommend medium shake roofs instead of <br />composition shingles to keep the project in harmony with other develop- <br />ments in the area. No other structures in the vicinity have utilized <br />a composition roof. Additionally, we have some concern about the use <br />of resawn plywood for the patio fences and under the windows unless <br />this is a high grade exterior plywood which will not warp or peel <br />easily. Rough sawn redwood plywood may be appropriate in this instance. <br /> <br />The development meets code requirements for parking and usable space. <br />Additionally, a considerable amount of landscaping is being proposed. <br />Mounding is proposed in the front and exterior side setbacks to help <br />reduce the mass of the buildings. <br /> <br />A Negative Declaration accompanies this report. Based on the initial <br />environmental study done for this project, it is the staff's opinion <br />that case Z-77-82 would not have a significant adverse effect on the <br />environment. If your Board concurs, you must make the finding that the <br />negative declaration is appropriate for the project.-This finding <br />must be made prior to taking action on the project itself. Please <br />refer to page 8 of the CEQA Guidelines for the definition of signifi- <br />cant effect and to pages 20 through 22 of the Guidelines for the <br />details on determining significant effect. <br /> <br /> <br />
