6. facilities <br /> <br />Significant Impact: Lack o'f parking and ~uading <br />and hazards to bicyclists. <br /> <br />Finding: Impacts would be mitigated by specific adequate <br />requirements for off-street parking and loading facilities <br />as well aS appropriate bicycle access upon subsequent <br />development plan approval. <br /> <br />Significant Impact: In Scenario 2, safety hazard at Valley <br />Avenue/SPRR crossing and intersection with Stanley Boulevard. <br /> <br />Finding: This street extension is beyond the scope of the <br />development of the 69-acre project. Appropriate design of <br />the Valley Avenue extension is the responsibility of the City, <br />P.U.C., and possibly the County and will be done prior to <br />actual construction of the roadway. <br /> <br />Significant Impact: Temporary construction noise causes <br />a~oyance. <br /> <br />Finding: Impacts are lessened by recommended condition to <br />limit hours of construction activity to normal working <br />hours on Monday through Friday· Although remaining noise <br />impacts are significant, they are of relatively short term <br />duration and cannot be economically reduced. <br /> <br />Siunificant Impact: <br />no~se levels. <br /> <br />Traffic, <br /> <br />auto and truck, <br /> <br />increases <br /> <br />Finding: Noise increases are reduced by recommended <br />conditions (1) to limit trucks from this project from <br />using Valley-Santa Rita Road to medium-sized (2-axle) <br />trucks only, and (2) to restrict truck traffic on Valley <br />Avenue to normal workday hours. Further mitigation, <br />completion of the remaining planned streets in the area <br />tncluding E1 Charro Road, must await the City's ability <br />to finance new roadway construction. <br /> <br />Significant Impact: On-site noise causes annoyance to <br />residents. <br /> <br />Finding: Conditions of approval directed at minimizing <br />potential on-site noise reaching adjoining residents will <br />be attached upon subsequent development plan approval. Such <br />conditions may include setback buffers, siting of parking <br />and loading areas and other on-site noise sources, <br />erection of noise barriers, limitation of uses, or other <br />noise reduction means as required by the particular <br />development plan. <br /> <br />Significant Impact: Grading-induced dust may violate <br />standards. <br /> <br />Finding: Impact is lessened by recommended conditions to <br />restrict imported fill and exported debris truck trips from <br />using Valley Avenue west Of the site, to require City <br /> <br />-2- <br /> <br /> <br />
