EXHIBIT B <br /> <br />IMPACTS AiD MITIGATION MEASURES FOR PUD79-13 <br /> <br />Significant Impact: Unstable soils could create dif- <br />ferential settlement and subsidence. <br /> <br />Finding: Impacts are mitigated by recommended conditions <br />reqn/iring a comprehensive soils investigation and review <br />by the Planning Commission of the results relating to the <br />magnitude of required export of spoils and import of fill <br />to make the site buildable. The soils investigation should <br />be accomplished by qualified consultants under contract with <br />One City with a cost reimbursement from the developer.. <br /> <br />Significant impact: Siltation and pollution may occur from <br />runoff of undeveloped areas and streets/parking areas. <br /> <br />Finding: Impacts are mitigated by recommended conditions <br />relating to revegetation upon completion of filling and <br />rough grading and of installation of silt traps and grease <br />traps upon project development. <br /> <br />Significant Impact: Increase of vehicle trips on Valley <br />Avenue and other access routes. <br /> <br />Finding: Conditions of approval concerning minimizing <br />potential traffic generated from the site will be attached <br />upon subsequent development plan approval (including <br />such measures as limiting uses, allowable building coverage, <br />etc.). Project traffic increases would remain substantial, <br />however. The overriding social and economic considerations <br />(allowing use of private property, creation of jobs in an <br />cut-commuting community) make infeasible any mitigation <br />measure which would greatly reduce traffic increases. Also, <br />traffic generated by the project would not exceed access <br />street capacities nor, by itself, lower the Service Level <br />of any intersection. <br /> <br />Significant Impact: Potential traffic hazard at Valley <br />Avenue/access road intersection. <br /> <br />Finding: Impact would be mitigated by the requirement of <br />an appropriate ~ra~£1c control device (stop sign, yield sign, <br />traffic signal) upon approval of the development plan and/or <br />improvement plan.for the tract. <br /> <br />Significant Impact: Increase in percent of intersection <br />capacity and cumulative impact in bringing the Valley/ <br />Santa Rita intersection to optimum design capacity <br />(Service Level C). <br /> <br />Finding: Same as number 3 above. Completion of all the <br />planned streets in the area, allowing optimum dispersal, is <br />a part of the General Plan and will be developed as the <br />City is able· <br /> EXHIBIT <br /> <br /> <br />
