OF PLEASANTON <br /> STAFF <br />REPORT <br /> <br />March 6, 1980 <br /> <br />HONORABLE CITY COUNCIL <br />Pleasanton, California <br /> <br />Considerations of the County Conditions on Annexation No. 77 - Pestana <br /> <br />Members of the Council: <br /> <br />Background <br /> <br />At your August 28, 1979, meeting your Council formally initiated the annexa- <br />tion with the Local Agency Formation Co~-nission (LAFCO). <br /> <br />Subject <br /> <br />One of the conditions of approval for this annexation, which is being re- <br />commended by the County Public Works Agency is: <br /> <br />That the area be extended to include the portion of Happy Valley <br />Road from the intersection with Pleasanton-Sunol Road easterly to <br />the point where the highway right-of-way is no longer contiguous <br />to the boundary of the City or the proposed annexation. <br /> <br />Discussion <br /> <br />The County arguments for the City taking over Happy Valley Road are as follows: <br /> <br />Development of the subject annexation has the potential of substantially <br />increasing vehicular traffic on the adjacent Happy Valley Road, a County <br />maintained road. <br /> <br />The road's capacity is sufficient for present traffic loads, but due to <br />its minimum two lanes and, in part, to a very narrow undercrossing at <br />the Southern Pacific Railroad, it is likely that the increased traffic <br />generated by the development would exceed the road's capacity. <br /> <br />Inasmuch as the proposed development will occur entirely within the City <br />of Pleasanton the increased traffic will be generated by said development. <br /> <br />SR 80:57 <br /> <br /> <br />
