In response to the County's request that the City annex a portion of Happy Valley <br />Road from the intersection with Pleasanton-Sunol Road easterly to the southeasterly <br />boundary of Annexation No. 77, staff has the following comments: <br /> <br />Happy Valley Road is an extension of Sycamore Road and Alisal Road which <br />creates a loop to Sunol Boulevard, all of which are County roads. The <br />current City boundary is contiguous to approximately 400 feet of Sycamore <br />Road, and approximately 1,500 feet of Happy Valley Road. There is no part <br />of Alisal Road which is adjacent to the City boundary. The approximate <br />length of these three County roads is 65,000 feet. The proposed annexa- <br />tion will be adding 126.5 feet of City frontage to Happy Valley Road. <br />This would give the City on one side of the roadway only 3 percent of the <br />total frontage. <br /> <br />In the past the City has initiated annexation to eliminate the confusion <br />in Jurisdiction between City and County maintenance, fire, and police <br />personnel. It would appear that for the small amount of frontage adjacent <br />to the City boundary this type of confusion is unnecessary. <br /> <br />Within the limits of Happy Valley Road which the City is being asked to <br />take there is a railroad underpass. This underpass is narrow, substandard, <br />and has very limited sight distance either side of the pass. The sight <br />distance problem exists because the underpass is perpendicular to the <br />railroad track. To align the roadway with the underpass sharp curves were <br />constructed on either side. It would seem inappropriate for the City to <br />take the liability for this known dangerous condition, when the City has <br />such a limited interest in the roadway. <br /> <br />Staff recorm~endation <br /> <br />That your Council, by formal resolution, object to including Happy Valley Road <br />in Annexation No. 77. <br /> <br />Respectfully submitted, <br /> <br />Alan B.
