Exhibit A <br /> <br />Services and Operation of Program <br /> <br />Within the existing authorities and responsibilities of the three jurisdictions <br />as participants in the community development block grant Urban County program, <br />the housing rehabilitation program shall be operated under the supervision of <br />a steering committee. The committee shall consist of one representative from <br />LIVERMORE administrative staff, one representative from the PLEASANTON adminis- <br />trative staff and one representative from the County administrative staff. The <br />steering committee may appoint alternates who may attend in lieu or in addition, <br />but each jurisdiction shall have only one vote. All decisions of the committee <br />must be by a unanimous vote. The responsibilities of the committee shall include, <br />but are not limited to, the following: <br /> <br /> a. Approval of the administration budget for the program including the <br /> <br /> number of staff and salaries; <br /> <br /> b. Approval of the hiring of any staff for operation of the program; <br /> c. Approval of written guidelines as described in paragraph 4 below; and <br /> d. Approval of allocations of staff time for outreach and projects in the <br /> <br /> thre~ jurisdictions. <br /> <br />The steering committee member from LIVEKMORE or such other LIVERMORE employee <br />designated by the steering committee shall have the authority to approve all <br />technical and financial assistance. However, the steering committee member <br />from the jurisdiction from which the assistance is requested shall be given <br />an opportunity to comment on any request from that jurisdiction. <br /> <br />With the approval of the steering committee, LIVERMORE shall hire staff to <br />implement the housing rehabilitation program and such staff shall he employees <br /> <br /> <br />
