Active and continuing outreach to advertise the program and contact <br /> <br /> potential applicants; <br /> <br /> b. Counseling applicants on the housing rehabilitation program, possible <br /> repairs and improvements, and possible financial assistance for repairs <br /> and improvements; <br /> <br /> c. Inspection of applicant's houses and property to determine condition, <br /> possible housing code violations, and possible general improvements to <br /> the property; <br /> d. Preparation of work vrite-ups and cost estimates of repairs and improvements; <br /> e. Request for and acceptance of bids for repairs and improvements; <br /> f. Preparation of necessary paper work for approval and processing of grants <br /> <br /> and loans; <br /> <br /> g. Inspection of construction work; and <br /> h. Such other duties as may be necessary to carry out the above responsibilities. <br /> Written guidelines shall be prepared for the operation of the program. No <br /> technical or financial assistance shall be offered until the guidelines are <br /> approved as stated in paragraph 1 above, and all assistance shall be in confor- <br /> mance to such guidelines. The guidelines sh~ll include, but not be limited to, <br /> a statement of the type of repairs and improvements that may be made to proper- <br /> ties, a statement of eligibility requirements of property o~mers, and a state- <br /> ment of types and limits of technical and financial assistance that shall be <br /> offered to property owners. The guidelines may be revised by the Committee, <br /> from time to time as neccssary. <br /> <br /> <br />
