THE CITY OF 3 <br /> # ;a CITY COUNCIL AGENDA REPORT <br /> PLEASANTON- <br /> July <br /> 19, 2022 <br /> City Attorney <br /> City Manager <br /> TITLE: ADOPT THE CITY COUNCIL MEETING RULES OF PROCEDURE BY <br /> RESOLUTION <br /> SUMMARY <br /> Updating the 1995 City Council Rules and Operating Procedures is on the Council Work <br /> Plan. To meet that goal, draft City Council Meeting Rules of Procedure were prepared <br /> by an ad hoc subcommittee and considered at a City Council Work Session on June 28, <br /> 2022. The Rules of Procedure are focused on the conduct of City Council meetings, as <br /> well as appointments to intergovernmental agencies and advisory bodies. <br /> At the work session, consensus was reached on amendments to the draft, and a final <br /> version is being presented for adoption. This includes a new Section 18 to protect the <br /> City from legal challenge if the new rules are not strictly followed. The adopting <br /> resolution also provides for carry-over of some provisions of the 1995 Operating <br /> Procedures until the City Council updates the Local Conflict of Interest Code and travel <br /> reimbursement policy. <br /> RECOMMENDATION <br /> Adopt the City Council Meeting Rules of Procedure by resolution. (Attachment 1.) <br /> FINANCIAL STATEMENT <br /> Implementation of the City Council Meeting Rules of Procedure has no financial impact <br /> to the City. <br />
