<br />RESOLUTION NO. PC-2025-24 <br /> <br />RESOLUTION OF THE PLANNING COMMISSION APPROVING APPLICATION FOR <br />HOUSING SITE COMPLIANCE REVIEW (P23-0563) PURSUANT TO SENATE BILL <br />330 (SB 330) FOR THE PROPERTY LOCATED AT 4400 BLACK AVENUE. THE <br />APPLICATION INCLUDES: 1) DEMOLITION OF AN EXISTING COMMERCIAL <br />BUILDING; 2) CONSTRUCTION OF A RESIDENTIAL DEVELOPMENT CONSISTING <br />OF 59 THREE-STORY, TOWNHOME-STYLE CONDOMINIUM UNITS RANGING <br />FROM APPROXIMATELY 1,446 TO 2,224 SQUARE FEET IN SIZE, AND SEVEN <br />ACCESSORY DWELLING UNITS (ADUS), ALONG WITH RELATED ON-SITE AND <br />OFF-SITE IMPROVEMENTS; 3) APPROVAL OF VESTING TENTATIVE TRACT MAP <br />8749, INCLUDING THE DESIGNATION OF PRIVATE STREET NAMES; AND 4) <br />APPROVAL OF AN AFFORDABLE HOUSING AGREEMENT (AHA) CONSISTENT <br />WITH THE CITY’S INCLUSIONARY HOUSING REQUIREMENTS. THE PROPOSED <br />PROJECT IS STATUTORILY EXEMPT FROM THE REQUIREMENTS OF THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO <br />ASSEMBLY BILL 130 (AB 130). <br /> <br />WHEREAS, The True Life Companies Pleasanton - Black Ave, LLC. has applied <br />for the following approvals associated with a project at 4400 Black Avenue: 1) Housing <br />Site Compliance Review (P23-0563) pursuant to Senate Bill 330 (SB 330), with the <br />application including demolition of an existing commercial building and construction of a <br />residential development consisting of 59 three-story, townhome-style condominium <br />units and seven accessory dwelling units (ADUs), along with related on -site and off-site <br />improvements; and 2) approval of Vesting Tentative Tract Map 8749, including the <br />designation of private street name (“Project”) ; and <br /> <br />WHEREAS, the property is zoned P (Public and Institutional District), and <br />Housing Opportunity Zone (HOZ) Districts, and the General Plan designation is Other <br />Public and Institutional, including designation of Housing Element Site Overlay (HESO); <br />and <br /> <br />WHEREAS, at its duly noticed public hearing of November 12, 2025, the <br />Planning Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this request. <br /> <br />NOW, THEREFORE BE IT RESOLVED, the Planning Commission of the City of <br />Pleasanton, does resolve, declare, determine, and order the following: <br /> <br />Section 1: Prior to taking action on the Project, and at a properly noticed public <br />meeting, the Planning Commission reviewed written and oral staff reports, conducted a <br />public hearing on the Project and took testimony, and received into the record all <br />pertinent documents related to the Project (collectively, the “Record Evidence”).
