Warnick <br />January 31, 1985 <br />Page 2 <br /> <br /> o Task I: Inventory and Collect Data; <br /> o Task 2: Establish Existing Conditions; <br /> o Task 3: Estimate Traffic Impacts; <br /> o Task t~: Evaluate Proposed Site Plan; and <br /> o Task 5: Prepare Study Report. <br /> <br /> Task h Inventory and Collect Data - All pertinent information regarding the <br />proposed project, existing traffic conditions would be inventorfed and reviewed. <br />The Tri-Valley Transportation. Study (TJKM, 198#) will provide traffic information <br />for Hopyard Road and Valley Avenue, including daily volumes, and peak hour <br />intersection Levels of Service (LOS). We propose to collect additional traffic data <br />as follows: <br /> <br /> o peak hour turning ~novements at the intersection of Valley Avenue and <br /> Via de Los Milagros; and <br /> <br /> o daily (2~-llour) traffic volumes on Valley Avenue and Via de Los <br /> Milagros (we may request the City's assistance to perform machine <br /> counts)° <br /> <br /> Task 2: Establish Existing Conditions - Peak hour intersections LOS would be <br />calculated for the Via de Los Milagros intersection, and documented for the <br />Hopyard Valley intersection. Daily traffic volumes would be documented for the <br />three streets adjacent to the proposed site. <br /> <br /> Task 3: Estimate Traffic Impacts - Based upon a~cepted traf£ic generation <br />rates, we would estimate daily and peak hour traffic generation for the site under <br />the following development options: 1) tennis/park facility; 2) medium density <br />residential; 3) high density residential; and 4) commercial. Contact would be made <br />with the park consultant and the City's Park and Recreation Department to refine <br />traffic generation rates for the tennis/park facility. Traffic would be assigned to <br />the local roadways in a manner consistent with previous studies. Level of Service <br />calculations would be prepared for peak hour conditions to coinpare the potential <br />impacts of the four site options. <br /> <br /> Finally, we would perform warrant analysis following the California <br />Department of Transportation procedure and using the traffic volume counts <br />collected in Task 1. <br /> <br /> Task 4: Evaluate Proposed Site Plan - We would obtain the latest site plan <br />from the park consultant and evaluate it with respect to parking demand versus <br />supply, internal and external circulation (e.g. connection of the parking lots, U- <br />turns on Valley Avenue), and access needs. Parking demand rates would be <br />generated through literature review and discussions with the park consultant and <br />City's Park and Recreation staff. The peak parking demand would probably occur <br />during the mid morning (9:00 A.M. to 10:00 A.M.), mid-day (12:00 - i:00 P.M.) and <br />early evening (7:00 P.M. to 8:00 P.M.). <br /> <br /> <br />
