Mr. Brozosky asked if the initiative had any effect on the Bemal property design <br />competition? <br /> <br /> Mr. Roush said that the only impact the initiative would have on the design <br />competition would be if the Council were to adopt the initiative, or it were approved by <br />the voters, then any design plan would need to be consistent with the initiative. <br /> <br /> Mr. Brozosky asked if the process for the design competition was inconsistent <br />with the initiative? <br /> <br /> Mr. Roush said no. Depending upon which design was eventually approved by <br />the Council, if that design turned out to be inconsistent with what this initiative does, that <br />design would need to be modified to be consistent with this initiative. <br /> <br /> Mr. Brozosky did not helieve this initiative was intended to limit the sports fields <br />and the amphitheater to this space. <br /> <br /> Mr. Roush said that is correct. The intent of the initiative is to reserve this area as <br />a place where a community park, under the Phase I portion, would be located. <br /> <br /> Mr. Brozosky asked how it would be resolved if the winner of the design <br />competition located the community park outside of the 800 foot setback. <br /> <br /> Mr. Roush said that the simplest way would be to redesign the community park to <br />be within the boundaries of what this initiative would provide. The other alternative <br />would be to resubmit another initiative to the voters to conform to the design plan. <br /> <br /> If Council adopted the initiative without sending it to the voters, Ms. Ayala <br />believed the only way it could be repealed or amended is by sending the initiative back to <br />the voters to be changed. <br /> <br />Mr. Roush said that is correct. <br /> <br /> Ms. Ayala was concerned about amount of money it would take to build eight <br />lighted sports fields even if the $5 million dollars in the Capital Improvement Program <br />were utilized. If this were the case, she asked how many years it would take to build the <br />eight-lighted sports fields? <br /> <br /> Ms. McKeehan said it depends. The City might be able to receive grants as it has <br />in the past. She noted that the original plan for the entire park was estimated at $25 <br />million dollars.
