(SR 03:164) Susan Rossi presented the staff report. After discussion, there was consensus to delay a decision on staff recommendation to confirm the financial policy regarding unallocated grant funds. Mr. Brozosky inquired about the documentary transfer tax. Ms. Rossi explained this is a tax levied when real property changes ownership. That figure went up because there were so many sales of homes last year. It goes up and down depending on the number of sales. It was moved by Mayor Pict, seconded by Ms. Ayala, to adopt Resolution No. 03-068, (1) amending the Operating Budget, as outlined in Appendix A, to reflect a decrease in revenue projections by $1.5 million; an increase in net transfers-in by $35,000; and a decrease in expenditure appropriations by $3.7 million; and (2) amending the Capital Improvement Budget, as detailed in Tables 1-5 in Appendix B, to reflect an increase in revenue projections by $2.1 million; an increase in expenditure appropriations by $982,000; a net increase in transfers-out by $2.4 million; and a decrease in beginning Fund Balances by $209,000.
