7. MATTERS INITIATED BY COUNCIL

Ms. Ayala requested discussion regarding joining the amicus curiae brief regarding
Measure D.

Mayor Pico supported adding this to the next agenda.

Mr. Roush indicated Council could discuss this in closed session whether to add it to the
next agenda. If it decides it wants to do that, then he recommended bringing it back on the
May 15 agenda.

Mayor Pico did not want a closed session; he just wanted to take action on May 15. After
further discussion, three Councilmembers agreed to add the item to the next agenda.

Mr. Campbell referred to conversations he had with a group called "Friends of Kottinger
Park" and asked staffto indicate its plans for that park and in particular the creek area.

Ms. McKeehan indicated staffproposes to have an independent study of the area to
determine what is appropriate. In some areas, staff agrees with those concerned about the park;
in other areas staffdisagrees. Staffproposes to bring this back as part of the budget process.

Mayor Pieo felt there was consensus on the Council to see what can be done to restore
the wetlands habitat in that area. He agreed a study was appropriate and looked forward to
discussing this as part of the budget process.

Mr. Campbell asked about a directional sign for downtown located on 1-680 just before
the Bemal exit.

Ms. Acosta indicated CalTrans is responsible for that and staffwill follow-up to get the
signs reinstalled.

Mayor Pico referred to a request for further discussion of the emergency medical
response and the recommendations made by the speaker.

Ms. McKeehan suggested having staffgo through the recommendations first. The Fire
Chief has spent quite a bit of time with the individuals concerned about this. A summary will be
prepared for Council.

8.
