Mr. Cannon said these are subjective guidelines and will still take judgment on <br />the part of staff and Council. <br /> <br /> Mr. Pico referred to a prior controversy on house color and asked if Mr. Cannon <br />had looked at the Nelson house and whether it would fit into the proposed guidelines. <br /> <br /> Mr. Cannon said it had a 20% value and is fairly light. It would not meet these <br />criteria. <br /> <br /> Ms. Michelotti said there are houses in the Moller Ranch project that are between <br />10-20% of value. <br /> <br />Mr. Cannon said some would meet the criteria and some would be lighter. <br /> <br /> Ms. Michelotti asked if everything in the future would need to be at 40% value or <br />higher. <br /> <br /> Mr. Cannon said yes. The point is to ask what is bothering a viewer. Is it because <br />a house is so obvious against a background? He thought that is the bottom line. <br /> <br /> Ms. Michelotti asked if that applied to houses that were higher up the hillside as <br />opposed to those closer to Foothill Road. <br /> <br /> Mr. Cannon said as he drove around the area, he did not see many homes or sites <br />that would have a light background. He felt this applied to both upper and lower <br />elevations. <br /> <br /> Mayor Tarver asked ifail values would be 40% or higher or is that open to staff <br />discretion? <br /> <br /> Mr. Swift said it would apply to all new subdivisions. For houses to be built on <br />existing lots of record, the intent of the roles would be applied. He further stated there is <br />an exemption for houses that are not visible from the road or areas east of Foothill Road. <br /> <br /> Mr. Pico asked for clarification on whether the value is determined in sunlight or <br />shade and at what time of day. He also referred to the comment about viewing homes <br />against a green background and said it is green now but later the hills would be brown. <br /> <br /> Mr. Cannon said determinations would be made from viewing a house in the <br />sunlight. He disagreed with the comment on background. He said most homes are <br />viewed against the trees and they are evergreen. Not much is viewed against a <br />background of grass. <br /> <br /> Mr. Swift indicated white trim on a house is discouraged.
