Ms. Michelotti felt the preannexation agreement with Spotomo is a way of <br />preserving units without having to go to a vote. It also says there may be a way of doing <br />the bypass road another way. <br /> <br /> Mayor Tarver felt the preannexation agreement with Spotomo protected him from <br />the CAPP Initiative but provides nothing for the benefit of the City.
