the golf course without a bypass road, it will not happen. Years ago we were talking <br />about 102 units. There are significant exactions here. He doesn't waste time on a project <br />that will not be successful and he feels SummerHill is the best for this project. <br /> <br />There being no further speakers, the public heating was closed. <br /> <br /> Ms. Ayala agreed with the comments of Stan Erickson about the Spotorno <br />property. <br /> <br /> Mayor Tarver wanted to make sure that whatever decisions are made by Council <br />will be put in writing and Happy Valley residents will have to decide if any changes are <br />to be made. They can protect their rural atmosphere and make sure roads do not get <br />extended that are not shown in the Specific Plan. If he were a Happy Valley resident, he <br />would want assurances in writing. If we don't have a bypass road and we build <br />infrastructure, how many people in Happy Valley will be happy with this situation? <br />Someone mentioned the possibility of using the road as far as it goes (the end of the New <br />Cities project) and then getting onto Alisal Street, so the Sycamore residents will not be <br />affected. Unless we accept Summerhill, with all its problems, to get the bypass road, the <br />residents of Happy Valley will not have both of the items they asked for and he is not <br />certain if they will be happy. <br /> <br /> Ms. Ayala asked if the bypass road was even feasible? Is it a bad idea? Is there <br />any other alternative? <br /> <br /> Mr. Swift responded that there are no other alternatives that are realistic than to <br />use Alisal Street or go through the Spotorno property in the area of where the bypass <br />crosses the ridge. There are other ways to design the road, but the road will get longer <br />with more switchbacks. Staff has looked at many different alignments. You don't want <br />the road to be too steep. There was discussion of other roads in Pleasanton and the <br />steepness. The amount of dirt was not a big issue in the beginning because it was thought <br />it would be built at the same time as the golf course and excess dirt could go to the golf <br />course. But that plan is now fully designed and there is no plan to move dirt to it. He <br />still feels it is possible to build a bypass road that meets the Spotorno family issues as <br />well as the golf course. <br /> <br /> Mayor Tarver felt at a disadvantage. He could not see what is in this project and <br />what the infrastructure costs are. He was relying on staff to say there is an alternative to <br />this project to get the bypass road in the future. He did not want large lot, single family <br />homes on top of the ridge. He was concerned about some of the issues raised, such as the <br />$7 million for the bypass road, dirt disposal, grading, view of lots and houses, and <br />landslide issues. Does staff feel there is a project that can be medium density, etc. or do <br />we tell people in Happy Valley there will never be a bypass road? <br /> <br /> Ms. Acosta indicated Council was voicing the same concerns of staff.
