Mr. Pico was not in favor of the motion. He felt the density was still too high and <br />should be closer to 40 units. He wanted the Summerhill project discussed before any <br />straw votes were taken. He could not support the Summerhill project and there are <br />significant issues on the bypass road. Since there is another developer that will pick up <br />infrastructure costs if this is not approved, he preferred not to approve this at this point in <br />time. Or if it is approved, it should be subject to the people of Pleasanton having the <br />right to vote on it. People did agreatjob negotiating onthis, but they compromised too <br />soon. <br /> <br /> Mayor Tarver supported the staff recommendation for dedication of open space <br />with the understanding that it will go back through a planning process and public review. <br />He preferred to keep options open. He did not support the gavel road and would like a <br />less intrusive construction. <br /> <br /> Ms. Ayala was extremely supportive of the golf course and that is why she <br />supported the Greenbriar development. Now we still are not sure we will have a bypass <br />road. She was very uncomfortable taking this piece by piece, particularly when the <br />second reading of the ordinance is at a special meeting a week before the election for the <br />CAPP Initiative. Them are infrastructure problems that will not go away, such as power <br />supplies, sewer, school crowding, park land, etc. She pointed out that 25% of this project <br />is in open space and if this goes to the ballot, a selling point would be the trail to be used <br />for all citizens of Pleasanton. If we required development to put aside 25% and then keep <br />the rest of the City from it, that is not what we are about. She was extremely <br />uncomfortable, because she did not think the entire package would come together. <br />Council can go ahead with the golf course pieces without this. She didn't want special <br />meetings to rush this process. She would like to approve the golf course and TTK and let <br />the rest of this go. She was uncomfortable approving this before the election. <br /> <br /> Mayor Tarver said the things Ms. Ayala outlined having to do with infrastructure <br />issues are why he supported the staff recommendation that states if all the projects related <br />to the golf course bypass road move forward, staff supports integrated growth <br />management approval. Otherwise, there is no growth management approval until we get <br />a growth management report and we address the infrastructure and whether we can <br />accommodate the projects. This process has gone on for a long time. He heard these <br />people years ago and these people are saying its okay with them. This is not as dense as <br />the Specific Plan allows. It's consistent with the Specific Plan and the developer has <br />reduced the units to 48. How is this any different than any other PUD that provides <br />growth management will be allocated based on infrastructure. If we had kept that in <br />mind, we would not have the current uproar with people saying Council is not listening. <br /> <br /> Ms. Michelotti indicated her concern is that Happy Valley went through the <br />process and looked at road alternatives. She wants to give as much guarantee to Happy <br />Valley residents as possible that Council has not abandoned the commitment to get an <br />alternate route. Council will approve the golf course to the City's benefit and she wants <br />to keep other commitments. She mminded everyone that this property is part ofthe <br />North Sycamore Specific Plan that has already had an extensive process and input.
