The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> Amendments to LAVWMA Joint Powers A~reement <br /> Mr. Scheidig presented his report dated May 3, 1977, regarding this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Mayor Philcox, that <br /> Resolution No. 77-140, approving the amendments to the LAVWMA Joint Powers <br /> Agreement, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br /> NOES: Councilmember Brandes <br /> AB SENT: None <br /> <br /> COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of <br /> the Council. <br /> <br /> Councilmember LeClaire presented a report regarding Growth Management Plan <br />Committee progress. <br /> <br /> Councilmember Mercer explained the new concept of COVA. Councilmember Herlihy <br />stated he would not be able to serve as a member on this Committee but he felt it <br />was an important informal function in the Valley. Councilmember Brandes also <br />stated he would not actively participate in COVA this year because he did not <br />think it would be effective under its present system. <br /> <br /> After discussion, it was moved by Councilmember LeClaire, and seconded by <br />Councilmember Brandes, that Resolution No. 77-141, determining that the City of <br />Pleasanton withdraw from COVA effective June 30, 1977, be adopted. <br />%~e roll call vote was as follows: <br />AYES: Councilmembers Brandes, LeClaire, and Mercer <br />NOES: Councilmember Herlihy and Mayor Philcox <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilmember Mercer stated he felt the "Yield" Sign on Spring Street at <br />Railroad Avenue created a dangerous situation. <br /> <br /> After discussion, it was moved by Councilmember Mercer, and seconded by <br />Councilmember LeClaire, that Resolution No. 77-142, changing the "Yield" Sign <br />on Spring Street at Railroad Avenue to a "Stop" Sign, be adopted. <br />The roll call~vote was as follows: <br />AYES: Councilmembers LeClaire, Mercer, and Mayor Philcox <br />NOES: Councilmembers Brandes and Herlihy <br />ABSENT: None <br /> <br /> 9. 5/9/77 <br /> <br /> <br />
