Mayor Mercer detailed the action taken <br />by the Council. Mrs. Teitmeyer suggested the Welcome Wagon ladies be instructed <br />to give new residents all information regarding City Council meetings and pro- <br />cedures. <br /> <br /> Ms. Betty Rider, 4393 Mirador Drive, stated she felt the sewer service charge <br />was high for a single person living in a residence. <br /> <br /> Mr. Brown advised Council that reports would be forthcoming regarding Dis- <br />charge Permit for the Cheese Factory and Villa Armando Winery. Council dis- <br />cussion ensued regarding review of all conmercial discharge permits. Council- <br />member Brandes stated he felt they should all be reviewed at one time. <br /> <br />Application for Holding Tank Ap.proval for Joe Madden <br /> Mr. Campbell presented the report of the Director of Engineering Services <br />dated July 31, 1978, regarding this matter. <br /> <br /> I{r. Joseph Madden, 3851 Vineyard Avenue, urged Council to consider an <br />alternative method to the high cost of operating Holding Tanks on commercial <br />development for possible increased commercial and industrial development in <br />the City. Councilmember Brandes stated a report was being undertaken regarding <br />the feasibility of discharging holding tank effluent into the Sunol Plant. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilm~mber Kephart, that Resolution No. 78-203, approving holding tank on <br />the west side of Old Santa Rita Road requested by Joseph Madden, subject to <br />the following conditions: (1) That the property owner enter into a Standard <br />Holding Tank Agreement with the City prior to issuance of a building permit <br />for this development and execution of this agreement approved by the appro- <br />priate City officials; (2) That the property owners acknowledge in ~iting <br />their understanding of the probable magnitude of monthly pumping charges and <br />that they are able and willing to meet this commitment as long as the holding <br />tank is necessary; (3) That approval be granted for a one-year period; (4) <br />That the property owners acknowledge in ~iting, prior to issuance of a build- <br />ing permit, their understanding of the time limit of this approval and that <br />City Council is not obligated to automatically grant approval for continued <br />use of the holding tank; (5) That the holding tank be pumped out at least one <br />time every fourteen days if monthly volume exceeds 2,000 gallons; (6) That <br />detailed plans showing the location, construction materials and details as <br />well as all other pertinent data concerning this holding tank be submitted to <br />and approved by the Director of Engineering Services prior to issuance of a <br />building permit; and (7) That the capacity of the holding tank be a minimum <br />of 5,000 gallons, be adopted. <br /> <br /> 8. 8/8/78 <br /> <br /> <br />
