After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that retirement centers should be subject to all the <br />requirements of the Residential Allocation Program. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, and Wood <br />NOES: Mayor Mercer <br />ABSENT: None <br /> <br />Request for Use of Septic Tanks on Foothill Road under H.P.D. <br />(Continued from 7-25-78) <br /> Mr. Brown presented his report dated July 19, 1978, regarding this matter. <br /> <br /> Mr. William Hirst, Attorney representing a client, requested an indication <br />from the Council if they would agree to septic tanks on a Foothill Road develop- <br />ment until sewer capacity is available. <br /> <br /> Councilmember Brandes requested more specific language on this matter. <br /> <br /> After consultation between Mr. Hirst and the City Attorney, Mr. Hirst <br />requested the Council to consider the report of the City Manager dated July <br />19, 1979, the letter from Mr. Hirst to the City Council dated July 18, 1978, <br />and a memorandum from the Director of Planning and Community Development to <br />the City Manager dated July 14, 1978. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br />after review of the above documents, to indicate that the Hillside Planned <br />Development on Foothill Road is consistent with the adopted septic tank policy <br />of the City currently in force; however giving such an indication does not bind <br />the Council to any future permits or approval for any aspect of the proposed <br />project. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and }~yor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Increase in Sewer Service Charges <br /> (Continued from 7-25-78) <br /> Mr. Walker presented his report dated July 31, 1978, regarding this matter. <br /> <br /> Council discussion ensued regarding the LAVWMA cash flow requirement and <br />later reimbursement of this money. <br /> <br /> Council also discussed reduction of sewer service charge rate for senior <br /> citizens as was allowed on the water rate increase recently. <br /> <br /> Mr. Oliver Anjo, 2403 Raven Road, voiced his opposition to the large increase <br />in the sewer service charge. He also had comments and questions about the <br />LA~MA pipeline and non-payment of the sewer service charge by the Fairgrounds. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Wood, that Resolution No. 78-202, increasing the sewer service <br /> charge for single family and multiple residences to $7.80 per month, that senior <br /> citizens 62 years or older who provide a Gold Card as evidence of age be given <br /> a 20% reduction in rates for owner-occupied residence for residential use only <br /> <br /> 7. 8/8/78 <br /> <br /> <br />
