Mr. Allen English, representing Breilh Homes, Inc., stated he had met with the <br />surrounding neighbors to present his project plan and to resolve concerns regarding <br />this development. He presented revised plans to the City Council and staff showing <br />details of the fence and additional landscaping. He requested that these plans be <br />made a part of the record. <br /> <br /> Mr. Fred Monday, property owner adjacent to the proposed project, stated that <br />after reviewing the plans he is generally in support of the development. <br /> <br /> Mr. Ron Kane, 3679 Canelli, stated that the problems and issues have been re- <br />solved and he is in favor of the project providing there is no increase in denet~. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Mercer deCtared the public hearing close~ <br />on the application and the negative declaration. <br /> <br /> Mayor Mercer recessed the meeting at 9:55 P.M., to allow Council and staff to <br />review the revised plans submitted by Breilh Homes. <br /> <br /> Mayor Mercer reconvened the meeting at 10:00 P.M. <br /> <br /> Mr. Harris stated that after review of the revised plans, staff has no obJecti~ns <br />to the revisions of the fence and landscaping changes. <br /> <br /> It was moved by Councilmember Butler, and seconded by CoUncilmember Wood, that <br />Resolution No. 81-348, determining on the basis of a review of initial environmenta. I <br />study done for this project, that no significant environmental impact would occur as <br />outlined in the Cityws guidelines and that a negative declaration is appropriate for <br />Planned Unit Development (PUD-High Density Residential) zoning and development plan <br />approval for a 32 unit to~nhouse condominium project to be located on their 2~ acre <br />site on the south side of Palomino Drive between Fico Avenue and Concord Street, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart,' Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wood, t~at <br />Ordinance No. 1004, to be read by title only and waiving further reading thereof, <br />approving the application of Breilh Homes, Inc., for Planned Unit Development ~UD- <br />High Density Residential) zoning and development plan approval for a 32 unit to~n- <br />house condominium project to be located on their 2~ acre site on the south side of <br />Palomino Drive between Pico Avenue and Concord Street, the property is zoned "0" <br />(Office) District, subject to all of the conditions contained in Planning Commission <br />Resolution No. 2069 with the added stipulation that the fence along the southern <br />property line shall be a six-foot high, combination wooden-chainlink fence with <br />slats and a redwood cap (per plans submitted by Allen English on October 13, 1981), <br />be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> n. lO/13/Sl <br /> <br /> <br />
