PUBLIC HEARINGS <br />Item 6a <br />AP-86-6, Appeal of a Decision of the Design Review Board denyinq <br />approval of Case Z-88-581, Application of Burger King Corporation <br />for desiqn review approval to install an internally-illuminated <br />monument identification siqn at an existing shopping center <br />located on the northeast corner of Hopyard Road and Owens Drive. <br /> <br /> Mr. Swift presented his report (SR 89:372) regarding the <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Mark Noack, Construction Manager of Burger King <br />Corporation with offices at 3875 Hopyard Road, stated that the <br />purpose of the application was to address the unsafe traffic <br />situation in the shopping center. He explained that because <br />Hopyard Road has been widened, anyone travelling north on the road <br />would have to cut across a three-lane traffic to get into the <br />shopping center. Additionally, the entrance to the center is no <br />longer visible from the road, and cars missing the driveway head <br />toward the on-ramp and then back-up to the driveway. In the <br />shopping center, the people try to find their way around and end <br />up either at the Buttercup Pantry or at the Super 8 Motel; they <br />then back-up to Hopyard Road. He added that they have worked with <br />the staff to develop a sign that would inform the northbound <br />traffic on Hopyard Road to maneuver into position to enter the <br />shopping center and to be compatible with the conditions for the <br />signs for conroy Florists and Buttercup Pantry. <br /> <br /> There being no further testimony, Mr. Mercer declared the <br />public hearing closed. <br /> <br /> Mr. Brandes pointed out the Design Review Board's proposal <br />for a sign that would include more than one type of business and <br />recommended that the applicant work with the staff and the Design <br />Review Board to come up with a sign that would help the entire <br />area. <br /> <br /> Ms. Mohr stated that the sign would definitely be an <br />improvement that would help people coming in and out of the <br />shopping center. She was reluctant to let the area remain as it <br />is when an opportunity to do something better exists. <br /> <br /> Mr. Tarver expressed concern about adding another monument <br />sign in an area which is already cluttered. He suggested that the <br />applicant work on another design and come back with a better <br />proposal. He added that it would be good to have the internal <br />direcEional signs around the parking lot area. <br /> <br /> Mr. Butler stated that the proposal has its merits and that <br />the sign would improve the situation. <br /> <br /> -7- <br /> <br /> 8-15-89 <br /> <br /> <br />
