(SR 90:79)

The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor
Mercer
NOES: Councilmember Tarver on Item 4cc.
ABSENT: None
ABSTAIN: None

5. MEETING OPEN TO THE PUBLIC

Mr. Yvan Albert, 7926 Hillsboro Court, who worked at the
Housing Authority for seven years, indicated his objection to
spending $100,000 on a consultant for affordable housing. He
stated that the Authority has defined "affordable" to include the
cost of land, the cost of construction, infrastructure costs and
City fees, and financing. He suggested that the City avail itself
of the Authority's resources instead of spending money for a
duplication of functions.

Mr. Albert then commended the Council for all the
improvements that have taken place in the City. He requested that
something be done about the litter along Pleasanton Road coming
from the construction of the Stoneridge Townhouses, as well as the
sidewalks north of Stoneridge Drive along the Stoneridge Shopping
Center, which have been badly broken up by tree roots.

Mr. Mercer stated that the task of the housing consultant
would be broader than simply defining what affordable housing is.
This consultant would be hired for a period of two years to work
with the Housing Authority, the Task Force and the staff to see
what kind of affordable housing can be built in the City and to
look into grants and other funding mechanisms for projects.
Hiring someone to do this would accomplish the task in a shorter
period of time.

Mr. Brandes stated that he concurred with Mr. Albert.

6. PUBLIC HEARINGS

There were no public hearings at this meeting.

7. SPECIAL AND INFORMATION REPORTS
Item 7a
Minutes from Staff Traffic Committee Meeting of February 1, 1990

Mr. Elliott presented his report (IR 90:18) regarding the
matter.

No action was required or taken by the Council on this item.

-6-
2-20-90
