104

12. REPORTS OF THE CITY MANAGER
Item 12a '
Review of Bids and Award of Contract for the Construction of
Landscape Improvements to Street Medians in Various Locations,
CIP No. 885070

Mr. Elliott presented his report (SR 90:67) regarding the
matter.

Mr. Elliott explained that the improvement plan for the
project had not been completed at the time the CIP was put
together a year ago, which accounts for the underestimation of the
allocated funds.

Mr. Brandes inquired if the additional funds needed to
complete the project as proposed could be included in the coming
fiscal year's CIP budget.

Mr. Bocian replied that the additional funds were intended to
come from the General Fund. With regard to putting it on next
year's CIP budget, he stated that not all the projects could be
funded. Staff would have to decide which projects would go on the
budget. He added that the General Fund would be supplementing a
substantial amount of the CIP's Miscellaneous budget for the
coming year.

Mr. Tarver commented that $147,220 is a substantial amount of "
money to talk about adding on without going through a CIP review.

Mr. Butler stated that since money is available from the
General Fund, the project can proceed by utilizing that surplus.
Otherwise, the project could be put off indefinitely because it
would not compete in next year's CIP.

Mr. Bocian inquired if Council would prefer to scale down the
project rather than proceed as originally planned.

Mr. Brandes stated that he was not prepared to take out such
a large amount from the General Fund's reserves. He indicated
that he would prefer to see only one project completed rather than
increase the funding at this time.

Mr. Tarver agreed with Mr. Brandes.

Mr. Mercer stated that he would support the project at
Fairlands Drive.

It was moved by Mr. Brandes, and seconded by Mr. Butler,
that Resolution No. 90-38 be adopted, scaling down CIP No. 885070
to include only all the median islands on Fairlands Drive between
West Las Positas Boulevard and Brockton Drive and approving an ....
additional $5,000 to supplement the existing budget for the
project.

-16-
2-20-90
