102 <br /> limits could not be considered as part of the Plan, with the <br /> exception of the area southwest of Sycamore Road and Sunel <br /> Boulevard, which was involved in the alignment of the road. Since <br /> then, significant events have taken place. The Mavridis property <br /> requested approval to build ten homes with access only to Sunel <br /> Boulevard. The Marshall property, also referred to as Tri-Mesa, <br /> is requesting development of four homes with a proposal to have <br /> the two rear lots exit through the Mavridis property to Sunel <br /> Boulevard. The Lawry property requested annexation with the <br /> desire to develop on the corner of Amber Lane. On February 14, <br /> 1990, the Alisal Improvement Club presented to the Planning <br /> Commission its concerns regarding the uncoordinated planned <br /> development in the Sycamore Road area. The development of the <br /> current Mavridis plan would create an incompatible island of <br /> property on 6240 Sunel Boulevard. The Planning Commission <br /> indicated that the Sunel Boulevard access from the Mavridis <br /> property would eventually be closed, and access would be to <br /> Sycamore Road. This was not considered in the traffic study <br /> presented to the NSSP Citizens' Review Committee. The properties <br /> north of the Mavridis plan is recommended to be commercial. This <br /> would increase the noise level from Sunel Boulevard. The property <br /> at 547 Sycamore Road, which is proposed to include a cul-de-sac, <br /> would created an island of three neighbors, forcing all traffic to <br /> Sycamore Road. In view of all these developments, the Alisal <br /> Improvement Club requested Council to hold all approvals in the <br /> area and incorporate them in the NSSP to make them compatible with <br /> the overall plan. <br /> <br /> Mr. Dennis Glafkidis, 737 Happy Valley Road, indicated that <br /> he was opposed to the rezoning. He pointed out that the property <br /> lies within the area bounded by Sycamore Road, Alisal Road and <br /> Happy Valley Road, and improving that property would open the area <br /> to further piecemeal annexation. He added that he was not in <br /> favor of annexing the area north of Sycamore Road and requested <br /> that no properties in the Happy Valley area be considered for <br /> rezoning until plans for the North Sycamore area are finalized. <br /> <br /> Ms. Mary Green, 386 Sycamore Road, property owner directly <br /> across the property being considered for rezoning, indicated that <br /> she was opposed to the plan because of the traffic congestion and <br /> change in the rural atmosphere that it would cause. She stated <br /> that several years ago, Mr. Marshall was not allowed to put in a <br /> Montessori School in the area, and a rest home on the corner of <br /> Sycamore Road and Sunel Boulevard was likewise turned down because <br /> of the traffic congestion it would cause. <br /> <br /> Mr. Brian Hilary, spokesman for Tri-Mesa Development Company, <br /> stressed that this property is in the City now and not really a <br /> part of Happy Valley or Alisal. He stated that whatever happens <br /> to the North Sycamore area in terms of lot size and zoning should <br /> not have any effect on this property, whether now or in the <br /> future.
