99 <br /> <br /> Mr. Brandes indicated that he supported Mr. Mercer's <br />position. <br /> <br /> Mr. Mercer requested staff to prepare a report for the next <br />Council meeting on what could be accomplished by the CIP. He also <br />asked staff to look into what can be done in those areas where no <br />bike trails can yet be developed, and alternative solutions, <br />including Wheels and the school bus system, to get the children to <br />school even on a temporary basis. <br /> <br />Item 8c <br />Airport Land Use Commission - Adoption of Comprehensive Land Use <br />Plan <br /> <br /> Mr. Roush presented his report (IR 90:20) regarding the <br />matter. <br /> <br /> No action was required or taken by the Council on this item. <br /> <br />Item 8d <br />Earthquake Safety in Public Buildings Bond Act (Senate Bill 1250) <br /> <br /> Mr. Roush presented his report (IR 90:19) regarding the <br />matter. <br /> <br /> Mr. Mercer indicated that he supported the legislation. <br /> <br /> Mr. Robert Cordtz, 262 West Angela Street, stated that the <br />Bill indicates that a $250 Million fund would be established for <br />the reconstruction or seismic retrofitting of buildings owned by <br />local government and the state, including the University of <br />California and the California State University, $200 Million of <br />which would go to state-owned buildings and facilities and only <br />$50 Million to local governments and facilities, provided that at <br />least 25% in matching funds is guaranteed. He commented that $50 <br />Million would not be enough to go around the cities and inquired <br />why it was not limited to affected areas like San Francisco, <br />Pleasanton and Hayward. <br /> <br /> Mr. Mercer stated that he supported it because it was the <br />only thing available for public buildings, which is better than <br />nothing. <br /> <br /> It was moved by Mr. Tarver, and seconded by Ms. Mohr, to <br />support Senate Bill 1250 and to include comments regarding <br />increasing the amount for public facilities other than the <br />University systems and regarding the possibility of providing the <br />private sector with financing for the same purpose. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> -11- <br /> 2-20-90 <br /> <br /> <br />
