250 <br /> <br /> It was moved by Mr. Butler, and seconded by Mr. Brandes, that <br /> Resolution No. 90-94 be adopted, opposing the nuclear-free zone <br /> initiative on the June County ballot. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES; None <br /> ABSENT; None <br /> ABSTAIN: None <br /> <br /> Item 12d <br /> Approval of Plans and Specifications for Foothill Road Soundwall, <br /> Phase III and Authorization to Call for Bids for Phases IB <br /> and III <br /> <br /> Mr. Elliott presented his report (SR 90:200) regarding the <br /> matter. <br /> <br /> Ms. Jackie Sullivan, 7860 Olive Court, spoke in opposition to <br /> the soundwall. She commented that it is not worth spending a lot <br /> of money for an eight-foot wall that would mitigate noise by only <br /> three to six decibels. She said that 50 percent of the homeowners <br /> on Olive Court do not want any soundwalls, and only one out of ten <br /> residents prefer the eight-foot wall. She added that she would <br /> not like to lose the view of the hillsides and that the way to -- <br /> mitigate noise is to reduce traffic. <br /> <br /> Ms. Joanne Pennisi, 4394 Columbine Drive, stated that she was <br /> opposed to the soundwall. She said that this would be nothing <br /> more than a cement wall built for the privacy of those homeowners <br /> whose properties back up to Foothill Road. She requested Council <br /> not to allow the walls to cross Olive Court and Marigold Court <br /> since there are no houses at the end of these courts. <br /> <br /> Mr. Don Minor, 4432 Arbutus Court, indicated that he was in <br /> favor of staff's recommendation for the soundwall. <br /> <br /> Ms. Sharrell Michelotti, 7873 Olive Court, pointed out that <br /> the neighbors are concerned that an eight-foot wall would take <br /> away the view of the hills at the ends of the cul-de-sacs. She <br /> added that most of the houses are below the elevation of Foothill <br /> Road, which would make a six-foot wall adequate. She requested <br /> that the walls be lowered to six feet or less at the ends of the <br /> courts since the grade substantially decreases down the hill. <br /> <br /> Mr. Joseph Pennisi, 4394 Columbine Drive, stated that he was <br /> opposed to the soundwall and that the money could be spent on <br /> something more useful. <br /> <br /> Mr. Frank Stanko, 7885 Marigold Court, whose property borders <br /> on Foothill Road at the end of the cul-de-sac, stated that the <br /> City had asked him and three other property owners if they were <br /> <br /> - 20 - <br /> 5-15-90 <br /> <br /> <br />
