249

Mr. Inderbitzen replied that it would depend on how widely
the City wants the program implemented ~nd how quickly it can help
the Company anticipate what will be needed in terms of weight
modification to offset additional costs. He said that the Company
currently has a voluntary recycling program which accommodates
people who call and that the new program could probably be started
on a limited basis as soon as the containers become available.

Ms. Mohr inquired if 45-gallon containers could be used for
regular garbage as well.

Mr. Inderbitzen explained that the residential weight
structure in the City is keyed to the 90-gallon container and that
the Company automated the City's program on the basis of the
90-gallon container. He said that the overall weight structure of
the City and the Company's economic viability would be a concern
if varying sizes of containers were used. He added that the
Company uses 60-gallon containers in places where the 90-gallon
ones cannot be accommodated.

Mr. Brandes commented that the public hearing has been set
for June 19th. He asked if the Company would be ready by then
with the necessary financial data, including a firm rate schedule,
for Council to decide on.

Mr. Inderbitzen replied that some issues cannot be predicted
until the program is operational, like the volume of materials to
be recycled and the kind of return the program will generate in
terms of revenues from sales to offset the structure.

Mr. Brandes inquired if the weight structure of the regular
garbage will be considered separately from that of the recycled
materials.

Mr. Bocian said yes. He added that the costs will be
segregated even if both programs will be built into one.

Mr. Brandes asked if the recycling program will be optional
for residents.

Mr. Bocian said it would.

Mr. Mercer commented that the composting program is a little
more complex but that it is just as important for the environment.
He requested staff to prepare a report on this for the June 19th'
meeting.

Item 12c
Resolution Opposinq Nuclear-Free Zone Initiative on June County
Ballot

Mr. Butler stated that this Initiative would have some very
serious ramifications that will affect the City's economic
situation.

- 19 -
5-15-90
